So 2 cups of flour make 24 cookies. And you are asked how many cups of flour is needed to make 54 cookies.

but basically what you want to do is take 2/24 and set that equal to x/54 because you want both sides to be in terms of cups per cookies

afterwards, you just multiply both sides by 54 to get x=4.5
