nucleotides come in complementary pairs, so adenine pairs with thymine and cytosine pairs with guanine this is what makes the strand of DNA. the hydrogen bonds are what holds the two strands together by bonding the complementary pairs together

So basically nucleotides are the ones that build the DNA
and hydrogen bonds are the bonds that hold all of them together
