The Romans were actually major traders. They made a lot of their money from taxes and controlling imports and exports. They were very interested in expansion of the empire, and spent most of their time expanding. So, going back to your question, you could say they invested a lot of money and time to war, but it wasn't the only thing they put time into. I would say they were mostly focused on expansion, but they were also into trade, and to expand their trades they would take rich and fruitful lands. I hope this gave you some ideas.
