that's correct since there is a negative sign in the vertex form equation so it's same as \[\rm f(x)=-2\left| x- (-5) \right|+3\] h= horizontal shift k= vertical shift h=-5 5 unit to the left k=3 3 unit up from the parent function

or the other way to remember it\[\large\rm y= a \left| x \color{ReD}{-}h \right|+k\] if there is negative sign shift h unit to the right vertex (h,k) if there is plus sign \[\large\rm y= a \left| x \color{ReD}{+}h \right|+k\] shift h unit to the left side vertex (-h,k)

Nnesha sorry to butt in , I have a graph that might help. it is color coded and shows waht happens thru the progression y=|x| y=-|x| y=-2|x| y=-2|x + 5| y=-2|x + 5| + 3 I hope it helps
