C - for the same set of numbers, there can only be one mean and one median. But if there's two numbers that have the same highest frequency, then they are both modes. ex. if a set of numbers is 1, 2, 2, 2, 3, 4, 5, 5, 5, 6, 6, 8 the numbers 2 and 5 appear the most, but they appear the same amount of times. so both 2 and 5 are modes
