writing respond i think this is That the US (or rather,the ex Nazi scientists working for the US) were capable of developing the technology to put a man on the Moon and return him safely toe arth before the end of the 1960s - and that this would prove that US (and therefore its social,economic,and political system) was better than the Soviet Union.
or He's claiming that before the 1960's are over America will come up with the new technology needed to build a rocket ship that will land on the moon and be able to return safely back to Earth... and do it before the Soviets can.
