Length = 4 times Width L = 4 W Perimeter = L + W + L + W P = 2W + 2 L P = 2W + 2 (4W) Since, it is said that the perimeter is at most 130, that means that its maximum value can be 130, and that it can be less than 130 as well. That's why, option C is the correct option that gives equal to or less than 130.
