Generally you're allowed set squares to draw parallel lines.
The parallel line you draw would be over-sized.
You would use compass to measure and reproduce the \(length\) of the line.

Then you need to buy the tools (compass, straight-edge and set-squares) or borrow from someone.
That's what the instructions ask.
