Why was the Indian Removal Act more expensive than the government had planned? No white settlers wanted to move onto lands where American Indians lived. The southeast failed to produce enough cotton to pay for the new policies. The Seminole people resisted and cost the government money in war costs. The Creek people charged the government high taxes on the land they sold.
