There is a number line given in the image. It has 0 in between the positive and number numbers. From the number 3, you can see there is another line (in grey color) that is going in negative direction. Take a look at the arrow head and the tail of that grey line. The tail represents from where the numbers are starting for that grey line. Since the tail is just close to 3 (but not exactly on 3), we can say that it is less than 3. Since the grey line covers the number line in the negative direction and its arrow head shows that it will keep going in negative direction, we can say that this grey line has all the values less than 3. Your answer x < 3 is correct.
