Example:  A plant cell is like a city because a city has an infrastructure that keeps it running smoothly. This infrastructure also protects the people who live in the city from harm. This is similar to the structure of a cell, which allows the cell to run smoothly while also protecting the organelles inside of it.

I think it's asking you to compare it to how a car works vs. how a plant cell works in a similar way.

Haha. I dare to say I know more about cell structure and function than I know about cars.

With that in mind I can tell you what I would do:
Make up a mind map super fast first. Go though the organelles of the cell you know and in cassual terms write what they are responsible for or what they do.

An example could be the mitochondria: Production of energy

I think you can just explain what makes a car safe for the person who's driving it
