Why would a totalitarian government be considered to be more efficient at making decisions than a democratic one?

Because in a totalitarian rule, all the citizens must submit to the laws made by that government. Unlike in a democratic government, the people have the majority of the say when it comes to law making (which can greatly disrupt the process of "moving forward").
