well I'm stuck between A or C since my notes say that ice expands when it freezes and that it has to do with hydrogen bonding

Water is a substance with a particular character that contradicts the usual phenomena. When water freezes, it expands in volume and when ice melts, its volume reduces. As a result, as compared to a liquid, the ice being large in volume, it makes it less dense. Hence, the answer would be D.
