I have to graph the equation and I have never had y+4=etc. before don't know how to find the answer

I would know what to do if it was y=-2(x-3)

so.. you would have to multiply the answer to x-3 by -2.. i think... sorry i'm not much help.. i'm seriously trying my best.. :(
