Many Floridians are concerned about gun control. Some people believe that limiting access to firearms may make the nation safer. Others believe that this goes against their rights as Americans. What about a compromise? Keep all firearms, but add a new, large tax on ammunition.

Which statement explains why this proposed tax could be considered unconstitutional?

In the U.S. Constitution, federal lawmakers are not permitted to make laws for the states.
In the U.S. Constitution, only Congress can propose taxes, not the press.
