First look up the structures of both the governments and compare and contrast. That would be a relatively simple way to start off your paragraph. Do the same thing with leaders. You could choose whoever you would like that led the US and the Roman government, then compare and contrast. Since this is your project, you should be able to write a couple of sentences following that basis.
