It is! Basically because, you've been hearing 'gray gray gray gray dull dull dull' in the passage repeatedly. So B even has dull in it and it tells you exactly the impression that the passage gives me. The passage does talk about the poverty, too, but it's not exactly mentioned openly. Do you have a better idea now of it being either B or C?
