He inherited the Eastern throne from his uncle, but believed he should be head of entire Roman Empire. Sent his best general Belisarius on numerous campaigns to reclaim the Western empire lands. Justinian ruled almost all territory Rome had ever ruled. Legal scholars create a uniform code of laws based on Roman laws. Panel of 10 legal experts, from 528-533, reviewed 400 years of Roman laws and legal opinions. Resulted in what was known as Justinian‚s Code 4 works that decided legal questions that regulated all areas of Byzantine life Marriage, slavery, inheritance, women‚s rights and crimes Code served the Byzantine Empire for 900 years Justinian built, repaired, and beautified buildings in Constantinople He rebuilt the crumbling fortifications; the walls, the moats and towers Hagia Sophia Holy wisdom in Greek Made this church the best in the Christian world Built baths, aqueducts, law courts, schools, and hospitals.
