It's the last one. As stated "electrons which are negatively charged are located outside of the nucleus." Using the process of elimination you know that the only answer that it could be is the one that has the elctrons on the outside of the nucleus.

Protons and neutrons (nucleons) are located inside of the nucleus because they are positively charged. The electrons are located on the outside because they are negatively charged.
