What I'm getting frustrated with I think 28 goes over 24 and 24 goes over 36 but I don't know what to do with the 18 and 12

The question asked for the scale factor but did not indicate whether the scale factor is from smaller polygon to larger OR larger to smaller. Quadrilateral JNHE ~ Quadrilateral JPLK goes from smaller to larger. You only have to get one pair of corresponding sides to get the scale factor. You can get the scale factor by forming a ratio of corresponding sides such as HN and LP. Scale Factor: 18: 24 which is the same as 3/4.
