1) find the difference between your two numbers 2) DIVIDE that difference [the number you get in part a] by the first number (for you that is 31) 3) MULTIPLY that answer by 100 :)

Except for the "multiply by 100". I really don't know why textbooks say that. 0.45 = 45% There is no "multiply by 100" going on in there. If you multiply it by 100, you get 0.45 * 100 = 45 = 4500% -- That's not right.
haha I think it's so that you get 45.0 which just makes more sense because then one would write 45% instead of 0.45% I don't think anyone this level of math will be thinking it through that much ;)
