A joint committee has members from both the House and Senate. All committees, whether in each house, or joint, have members from both majority and minority parties. Only caucuses, which are partisan groups, have members from only one party. All bills that raise revenue must originate in the House, according to the Constitution. hope this helps a lil if not in srry
