Can someone explain "if and only if"? If P and Q are both False, why is "P iff Q" True?

I apologize my question ended up in CS rather than Math. OpenStudy is extremely buggy for me and I am not sure why.

its a bi conditional statement. An example P: I am a dog Q: i have a tale i am NOT a dog if and only if i do NOT have a tale this is true.
