i would think the answer is that she is looking at them the wrong way, how they are laying, and not turning one to match the other one

The answe I guess is if you move the triangle around you can get the congruent sides to match.

Basically, when 3 sides of one triangle are equal to the 3 sides of another triangle they are congruent

She looked at the orientation of the 2 triangles rather than the fact that there were 3 pairs of equal sides.
