Yes, that is correct @leothelion . That is because if you are trying to use a filtration system, the filter has tiny tiny tiny holes in it which trap bigger particles that are mixed into the liquid solution. Having something that is dis-solvable into the liquid like sugar or salt, kind of defeats the purpose of using a filtration because the sugar/salt is mixed in with the waters molecules. You would have to use something that's not dissolvable in with water properly use a filter system.
