So to answer your initial question we can see from the equation Y = 8x + 12 Where x is the hour Y and is the cost Regardless if it's been 30 minutes or 58 minutes the cost is still $12 to start with. Then 8 dollars for every hour after the first hour.

So to find out the y-intercept it's basically asking what is y when x = 0 So we can tell from the graph that when x = 0 y = 8. So now instead of charging an initial price of $12 It is now an initial price of $8
