well, i dont' know how is US, but in Russia a single white (yellow for US) line means that you can't cross it but it is allowed to cross it if you are planing for a stop in places where it is allowed. in US i guess it is that single yellow lines indicates that parking or waiting at that roadside is prohibited at certain times of day.
