I think I'm doing it wrong because I still do not understand it

However, in the problem you're trying to solve, you're given a third-order polynomial which represents the perimeter. We're told that this perimeter (as a function of x alone) is P = x^3-23x^2-17x+2, and also that the width of the pool is x. Simply let x = 24 ft and calculate P. In other words, substitute 24 ft for x in the equation for P.
