The answer is B. In order for a graph to be a function, a vertical line test must be made. If you were to draw a vertical line anywhere in the graph, and if more than one point touched it, this means that there is NO function. If you were to draw a vertical line at x=3, more than one point would ''touch'' the line. Therefore, it is NOT a function. There are too many y-values for a single x-value (3);because of this, B is the right answer. :D
