We can set this up as a system of equations. Let: c = a single cheeseburger f = a single order of small fries Then\[\large 2c+f=980_\text{calories}\]\[\large 3c+2f=1650_\text{calories}\]
From there you can use either method of elimination of substitution to find one of the variables. Once you have that, you can plug it in to find the other variable. Let me know if you need more help!
