I'm pretty sure C: Warning. The reason being is that if they spot a severe thunderstorm I don't think they're just going to "watch" it or do nothing listed, I believe they would warn the people in the vicinity of the storm, if not then yes they would just alert a watch, but it didn't clarify either, so I think it's C: A warning.
