Well like it says, 26 are red.
and 26 are black
And there are 4 suits. 2 of them which are red, and 2 are black. So thats 13 for the 2 black suits.

Well if you don't, each suit has 9 numbered cards. But since there are only two black suits, thats 26 cards that are black. Then, only 4 numbered cards out of all of them.
That is 30/52. Then simplify.
15/26 should be your answer.
