D is right! Considering the level of organization, we know that the smallest functional and structural unit of organisms is the cell. So all the other answers are wrong except D. Tissues are made up of specialized cells. So that comes next. Organs are made up of tissues then it is more complex than tissues. Organs collectively make up an organism.
