I am kind of conflicted on this one, I was thinking A.
it makes more sense to be A, but I know during the depression he really didn't seem to know what to do and he says, "I do not believe that the power and duty of the general government ought to be extended to the relief of individual suffering." Which kind of got me to thinking may he it was C.
Hoover states publicly that "no one in America is actually starving." But he was wrong. Things had gotten so bad that some people were getting themselves arrested, on purpose, just so they could eat.
