I'm not sure what the brackets are for since I don't remember seeing that in my chemistry class but if the equation is then to balance it you would first balance the C so it becomes
2CCl4 -> 2c + 2Cl2
Its still not balanced so you would change that 2 in front of Cl to a 4
so you would end up with 2CCl4 -> 2C + 2CL2 which if you can open this link would probably look like this
