Why not dig up the "point-slope form of the equation of a straight line" and then substitute the given values?  In other words, substitute into this equation the coordinates of the point (-2,5) and also the slope, m= 2/3.
Now, let's find the value of x in A(x,3).  Substitute y=3 into your equation of the line and solve the resulting equation for x.
