Why did President James Buchanan do nothing to stop Southern states from seceding from the Union under his watch? A. He supported popular sovereignty, as did fellow Democrat Stephen Douglas. B. He believed the states were bluffing and would not leave the Union. C. He believed the states had a right to leave the Union and had to sort out their own problems. D. He believed the only way to solve the secession crisis was with force, but he had no army ready.
