Central America is not only a generally undeveloped country, but their finances and overall agriculture techniques aren't very stable. Plus there is a lot of doubt about the condition of their markets.

my best guess would be lack of education because you cant invest with stupid ppl e.e

well i found this The problem there is that this not a very stable region, so there is a great risk involved. This is due to the goverments's corruption, civil wars (not at the moment, but not so long ago) and due to its being on the route of drug smuggling to the US.
