To determine the number of full rotations for your tires, will you be working with area or circumference? I think its circumference.

Either one would do ... A = pi r r A = 2pi r r/2 A = C r/2 C= 2A/r
why would area also work for this?

because Area and Circumference are related but you conventionally use Circumference.
If you explicitly know the Area of the tire, you implicitly know its Circumference
from that point it's much clearer now
The circumference of a tire is easily measured.
