Okay.. This seems tricky, let's break it. Random sampling is most basically a great way to measure the viewpoint of a group of people that is way too large to be interview. For instance, surveying all students in a county about the amount of homework would be impossible due to the amount of students.
Its like the new grading system of the final tests. 10 out of 100 students are surveyed. This means that those ten will represent the 100 students in "percentile".

Yes. It wont be true because there are certainties that may happen where a certain people prefer other things that those of who didn't get surveyed.
