b. -5 < 4 - v < 5
-5 -4 < 4 - 4 - v < 5 - 4
-9 < -v < 1
9 > v > -1

c. v is less then 9 and greater then -1....so use open circles because there is no equal sign...plot your points at -1 and 9....and shading occurs in between your points.
