try this
X being the state times the amount
then take the sum and add them together and you should get the answer for that column

Like, taking (15)5000? for the first column? Then doing (10)5000? and keep going to the next column ?

yes then take the answers you got from that colomn and add them together

so 15 10 8 5 all the answers for those problems add together
then the same for the rest
