Lincoln was already dead when the cartoon was done. Johnson tried to follow The plan for Reconstruction that Lincoln had worked out during the war. Lincoln was ready to put the country back together, but he was assassinated. Johnson's problem was that he was from Tennessee and not trusted like Lincoln was. So the Radical Republicans in Congress ripped the plan and came up with their own. They went after Johnson and even drew up articles of Impeachment to show what a traitor he was. The cartoon is meant to show the Johnson is trying to reunite the country after the war in the spirit of Lincoln's ideas. Supporting Johnson was not a popular thing. The cartoon's depiction of Lincoln overseeing the effort, is meant to remind the country that Lincoln would have been doing exactly what Johnson was doing.
