The outbreak of WW1 decreased the immigration from Europe, which also imposed new duties onto the Immigration Service. "Internment of enemy aliens (primarily seamen who worked on captured enemy ships) became a Service responsibility." Does this help?

No problem. Also another thing that effected it was that many women and minority workers faced with loss of jobs as men returned to the workforce.

With an influx of immigrants, they will take jobs. And will replace citizens that already have jobs. Meaning that the unemployment rates will rise.

Yeah, lots of people lost their jobs.
