So there must be how many months with "other than 30 days"? Given that there are 4 months with 30 days and the are 12 months in a year?

There are 12 – 4 = 8 months with "other than 30 days."
The ratio of the months with 30 days to the months with other than 30 days can be written as 4:8 or more simply as $$1 \div 2 $$, 1/2, or 1:2.
