See, I would BELIEVE it would be Republican Leaders because I distinctly remember my lessons stressing the fact that Radical Republicans took a strong hold on controlling the Reconstruction... but I cannot remember what they controlled when it was all over.

You can give an answer ALONG WITH an explanation. Simply telling them the answer is forbidden, but you can explain why you think it may be correct or incorrect. As long as you're either helping them figure it out themselves or explaining how to get the answer, it's fine. You see this debate come up a lot in math too.

Besides, I'm not 100% sure of my answer. When in doubt, give the asker articles from the Internet they can read to find their answer.

So, Amber, there's this article: http://www.britannica.com/event/Reconstruction-United-States-history Which states: By 1869 the Republican Party was firmly in control of all three branches of the federal government. Just as I thought, they took control over the government. Then there's this article: http://www.history.com/topics/american-civil-war/reconstruction Which states: In the contested presidential election that year, Republican candidate Rutherford B. Hayes reached a compromise with Democrats in Congress: In exchange for certification of his election, he acknowledged Democratic control of the entire South. Therefore, it seems the Southern, and previously Confederate, states were in Democratic hands. Do with that what you want.
