Well, run on sentences aren't supposed to happen, period. Big grammar no-no. But, technically, I guess they can have more than one comma.

Yes they can, but its a rather silly question because run on sentences shouldn't even be in existence.

Actually, Run on sentences can have comas, it's called a COMMA SPLICE. Both of the sentences can stand by itself if the coma was replaced by a period.
