D is correct. Hoover did not believe in helping people individually with money but supported aid to businesses. A is wrong because he opposed what he considered government charity. He believed in private charity but didn't feel that the government should provide to the people like that. B is also incorrect. The Bonus Army consisted of unemployed WWI war veterans and their families. During one of their marches President Hoover forced them out and refused to listen to their demands. C is incorrect too. Mr. and Mrs. Hoover continued having their seven course meals.
