I think it is the same line
Because parallel lines have same slope and these two have same y intercept also ,,, hence both the parameters are same ,,,they both represents the same line.

the y intercept of `y=2/3x+2` is 2
the slopes of both lines will be 2/3 (parallel lines have equal slopes)

so they are definitely the same equation
