This is one of my favorite stories. The ghost means Scrooge and he are not really in the past, just showing Scrooge's memories. Some of these memories upset Scrooge, as he regrets the decisions he made in the past. He wishes to change the mistakes, but since they're only shadows of the past, he can't. Hope this helps! :)
